Advisory Opinions
Request Received and Extension of Time
Advisory Opinion Request 2025-08 (Coolidge Reagan Foundation) On September 30, the Commission made public an advisory opinion request from the Coolidge Reagan Foundation. The requestor, a nonprofit corporation, asks whether it can provide certain pro bono legal services to candidate committees and political party committees without making a prohibited corporate contribution. The Commission was able to accept written comments on the request during the 10-day period following publication of the request (through October 10). On November 17, the requestor granted an extension of time.
Regulations and agency procedures
Draft FEC Strategic Plan, FY 2026-2030 The Commission is requesting public comments on the agency’s Draft Strategic Plan, FY 2026-2030 to help the Commission better understand the perspectives and meet the needs of individuals and groups who may be affected. Individuals may submit their comments via email to StrategicPlanComments@fec.gov through November 30, 2025.
Litigation
CREW v. FEC (Case No. 22-0035) On November 10, the U.S. District Court for the District of Columbia issued a Memorandum Opinion and Order denying Plaintiff’s Motion for an Order Declaring that Defendant has Failed to Conform to the Court’s Judgment of March 17, 2025.
Giffords v. FEC (Case No. 25-5188) On October 29, the U.S. Court of Appeals for the District of Columbia Circuit issued a Per Curiam Order denying Plaintiff-Appellee Giffords’ Motion for Summary Affirmance.
National Republican Senatorial Committee, et al. v. FEC, et al. (Case No. 24-621) On September 29, the Court-Appointed Amicus Curiae and Intervenor-Respondents DNC, DSCC, and DCCC filed Briefs in the U.S. Supreme Court. On October 6, the Court-Appointed Amicus Curiae and Intervenors Democratic National Committee, et al. filed a Joint Motion for Divided Argument. Additionally, Briefs of Amicus/Amici Curiae were filed by Citizens for Responsibility and Ethics in Washington; Campaign Legal Center, The League of Women Voters, and Common Cause; Constitutional Accountability Center; The Brennan Center for Justice; The District of Columbia, et al.; Former Senator Russ Feingold; Public Citizen; and U.S. Senators Sheldon Whitehouse, Chris Van Hollen, Richard Blumenthal, Adam B. Schiff, Mazie K. Hirono, and Cory Booker. On October 29, the Federal Respondents filed a Reply Brief and Petitioners filed a Reply Brief. Oral argument before the U.S. Supreme Court is scheduled for Tuesday, December 9, 2025.
McDonald v. FEC (Case No. 25-10830) On October 23, the Commission as Appellee filed a Brief and on November 13, Plaintiff-Appellant McDonald filed a Reply Brief in the U.S. Court of Appeals for the Fifth Circuit.
Outreach
On September 29, the Commission issued the Statistical Summary of Six-Month Campaign Activity of the 2025-2026 Election Cycle.
Due to the government shutdown, the Commission canceled the October 1 Reporting and FECFile Webinar for Candidate Committees and the October 22 Seminar for Candidates and Political Party Committees.

Contribution Limits: In addition to the current limits, the Commission has posted an archive of contribution limits that were in effect going back to the 1975-1976 election cycles.

This publication identifies the federal and state agencies responsible for the disclosure of campaign finances, lobbying, personal finances, public financing, candidates on the ballot, election results, spending on state initiatives, and other financial filings.
The Presidential Election Campaign Fund Tax Checkoff Chart provides information on balance of the Fund, monthly deposits into the Fund reported by the Department of the Treasury, payments from the Fund as certified by the FEC, and participation rates of taxpayers as reported by the Internal Revenue Service.
