Sending Holiday Greetings
The same disclaimer rules that apply to political committees’ election-related mailings may also apply to holiday greetings. Any public communication made by a political committee — including communications that do not expressly advocate the election or defeat of a clearly identified federal candidate or solicit a contribution — must display a disclaimer. Included within the definition of public communication is a mass mailing — more than 500 substantially similar mailings within 30 days. Though not technically a public communication, mass e-mails (more than 500 substantially similar communications) sent by a political committee also require disclaimers.
