Advisory Opinions
Opinion Issued
Advisory Opinion 2023-02 (Humana Inc.) On March 29, the Commission received supplemental information from the requestor, and on March 30, the Commission approved an advisory opinion in response to a request from Humana, Inc. The Commission concluded that Humana and KAH Hospice, and their respective separate segregated funds, are no longer affiliated.

COMPLAINANT: FEC-Initiated
RESPONDENT: Friends of Warren Christopher and Leticia C. Smith, in her official capacity as treasurer (the Committee)
SUBJECT: In the normal course of exercising its supervisory responsibilities, the Commission initiated proceedings to determine whether there was reason to believe the Committee failed to file accurate campaign finance reports disclosing receipts, disbursements, and cash on hand in connection with the 2016 election cycle. Christopher was a 2016 candidate for Maryland’s 4th Congressional District.
DISPOSITION: The Commission entered into a conciliation agreement and agreed not to seek a civil penalty given the age of the violations at issue and the Committee’s clarification of the public record of its 2016 financial activity.
Litigation
Campaign Legal Center v. FEC (Case No. 21-406) On March 24, Movant-Intervenor Heritage Action for America filed a Motion for Relief from Orders and Judgment and Motion to Defer Consideration and a Memorandum of Points and Authorities in Support of the Motion for Relief from Orders and Judgment and Motion to Defer Consideration in the U.S. District Court for the District of Columbia.
Campaign Legal Center v. FEC (Case No. 22-5339) On March 29, Appellant Campaign Legal Center filed an Opening Brief in the U.S. Court of Appeals for the District of Columbia Circuit.

Contribution Limits. In addition to the current limits, the Commission has posted an archive of contribution limits that were in effect going back to the 1975-1976 election cycles.

The Presidential Election Campaign Fund Tax Checkoff Chart provides information on balance of the Fund, monthly deposits into the Fund reported by the Department of the Treasury, payments from the Fund as certified by the FEC, and participation rates of taxpayers as reported by the Internal Revenue Service. Other election-related resources
Videos on protecting U.S. elections. The FBI’s Protected Voices initiative provides videos designed to help political campaigns protect themselves from foreign influence. The 2019 videos offer guidance on ransomware, business email compromise, supply chain, social media literacy, and foreign influence operations. Other videos, released in 2018, include cyber hygiene topics such as social engineering, patching, router hardening, and app and browser safety.
