Where do Joint Fundraising Committees File Reports?

House and Senate campaigns, nonconnected PACs and party committees can all participate in joint fundraising. So where should the Joint Fundraising Committee (JFC) file its reports? It depends who the participants are. If all of the JFC participants are Senate committees, the JFC files reports with the Secretary of the Senate. Otherwise, the JFC files with the FEC.
