FEC ANNOUNCES FINAL ACTION ON NINE MATTERS
WASHINGTON -- The Federal Election Commission (FEC) recently made public its final action on nine previous matters under review (MURs). In one matter, a campaign committee and its treasurer agreed to pay civil penalties of $42,000. The Commission found no reason to believe that a violation occurred in another case and dismissed seven others.
Under the law, the FEC must attempt to resolve its enforcement cases, or Matters Under Review (MURs), through a confidential investigative process that may lead to a negotiated conciliation agreement between the Commission and the individual or group. Based on the results of an FEC audit, the Commission found that Gephardt for President, Inc. and Lee Kling, in his official capacity as treasurer, accepted $211,556 in contributions in excess of the legal limit and made expenditures of $162,943 in excess of the Act’s expenditure limit for the State of Iowa for the 2004 Presidential election.

In a conciliation agreement, respondents agreed to pay a civil penalty of $42,000. |

In MUR 6074, counsel for Jacobs Engineering Group, Inc., alerted the Commission that four employees of the company made contributions to various federal political and candidate committees and were reimbursed by the company. |
OUTCOME: |
The Commission admonished the company and dismissed the complaint. It also admonished the four employees and closed the case. |

SUBJECT: |
The complainant alleged that the respondents violated the “Stand By Your Ad” requirements of the Bipartisan Campaign Reform Act of 2002 by failing to provide a written statement on a campaign television advertisement identifying the candidate or confirming that she approved it. |
OUTCOME: |
The Commission dismissed the complaint and closed the file. |

The complainant alleged that Freedom’s Watch made a prohibited contribution to the National Republican Congressional Committee in the form of a coordinated communication criticizing a Democratic candidate, and that the NRCC accepted the prohibited contribution. |

The Commission found no reason to believe a violation occurred and closed the file. |
