AOR 2021-11: DSCC and DCCC

On December 16, 2021, the Commission considered an advisory opinion request from the DSCC and DCCC. The request asked whether text messages sent to the committees’ supporters via short code text message programs are public communications under the Act and Commission regulations. The Commission considered three draft advisory opinions but did not approve any of the drafts by the required four affirmative votes. The Commission concluded its consideration of the request without issuing an advisory opinion.
