COMMISSION MEETINGS AND HEARINGS

On October 5, the Commission held an executive session.

No Commission open meetings were scheduled this week.

ADMINISTRATIVE FINES

The Commission made public two campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System.

AF 2954 – Barfield for Congress and Tufanna L. Thomas, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $275.

AF 2997 – Ron Leach for Congress and Theresa Drake, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $3,620.

LITIGATION

Combat Veterans for Congress PAC v. FEC (Case 13-5358). On October 8, the Appellants filed a Petition for Panel Rehearing and Rehearing En Banc in the United States Court of Appeals for the District of Columbia Circuit.

FEC v. Craig for U.S. Senate, et al. (Case 14-5297). On October 7, the United States Court of Appeals for the District of Columbia Circuit heard oral argument.

Levinthal, et al v. FEC (Case 1:15-cv-01624-APM). On October 5, Dave Levinthal and the Center for Public Integrity filed a Complaint for Declaratory and Injunctive Relief in the United States District Court for the District of Columbia.

Miller v. FEC (formerly Wagner, et al. v. FEC). On October 2, Jan Miller filed a Petition for a Writ of Certiorari with the United States Supreme Court, after the United States Court of Appeals for the District of Columbia Circuit, sitting en banc, issued its July 2015 decision in the case.

Stop Hillary PAC v. FEC (Case 1:15-cv-01208-GBL-IDD). On October 6, the plaintiffs filed a Motion for Preliminary Injunction and a Memorandum of Law in Support of Plaintiffs’ Motion for Preliminary Injunction in the United States District Court for the District of Columbia.

OUTREACH

On October 6, Communications Specialist Isaac Baker discussed campaign finance law and Commission operations with a group of students from American University.

On October 7, Commissioner Ellen L. Weintraub met with students in an American University program to discuss the role and work of the Commission as well as recent developments in campaign finance law.

On October 8, Judith Ingram and Christian Hilland of the Press Office and Jason Bucelato of the Public Records Office hosted an online discussion of the Commission’s disclosure systems with a group of journalism students from the Philip Merrill College of Journalism, University of Maryland.

On October 9, Rosa Marshall, the Acting Assistant Branch Chief of RAD''''s Party/Non-Party Committee Branch, gave a Best Practices presentation at a compliance training event for Democratic state party staff in Denver, Colorado.

PUBLIC DISCLOSURE

On October 5, the Commission’s Office of Inspector General (OIG) made public its Review of Outstanding Recommendations as of August 2015, OIG Fiscal Year 2016 Work Plan and OIG Strategic Plan - 2016 - 2020.

The compilation contains all federal campaign finance laws (including a conversion table showing the recent changes from Title 2 U.S.C. to Title 52 U.S.C.). The FEC Annual Reports from 1975-2006 are available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency’s activities for each fiscal year.
