COMMISSION MEETINGS No Commission Executive Sessions or Open Meetings were scheduled this week.
ADVISORY OPINIONS Advisory Opinion Issued
AO 2010-24 (Republican Party of San Diego County). On November 22, the Commission approved Advisory Opinion 2010-24. Since more than 25 percent of the committee’s Voter Registration Coordinator’s activities recruiting, training, and supervising contractors hired by the Committee during the applicable Federal election activity ("FEA") time periods are Type I FEA (voter registration activity) under the Federal Election Campaign Act of 1971, as amended (the Act) and Commission regulations, the Commission concluded that the Voter Registration Coordinator must be paid exclusively from the Committee''''s federal account within those periods. The Commission was unable to reach a decision on whether the Executive Director''''s supervision of the Voter Registration Coordinator constitutes voter registration activity. Advisory Opinions and Requests are available here. ENFORCEMENT The Commission made public one closed case. MUR 6301 – California Republican Party/ V8. The Commission agreed to accept a conciliation agreement providing for the respondents to pay a civil penalty of $75,000.

The Commission made public three campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program.
AF 2104 – Black Americans for Real Change and Selena Owens, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $2,785.
AF 2130 – Bowers for Congress and Richard Wayne Blake, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $2,035.
AF 2144 – Sun Healthcare Group, Inc. Political Action Committee D/B/A Sun Healthcare PAC and David W. Mason, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $380.
