COMMISSION MEETINGS AND HEARINGS
The open audit hearing on Gary Johnson 2012, Inc. previously scheduled for May 6 was postponed until May 13.
No Commission open meetings or executive sessions were scheduled this week.
ADMINISTRATIVE FINES
The Commission made public two campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System.
AF 2867 – Buncombe County Republican Party and Katharine L. Penland, in her official capacity as treasurer. The Commission voted to take no further action and close the file.
AF 2871 – Sarvis for Senate and Josef Storm, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $522.
ALTERNATIVE DISPUTE RESOLUTION
The Commission made public one campaign finance enforcement matter that was resolved through its Alternative Dispute Resolution (ADR) program, as follows. For more information, see the case documents in the Enforcement Query System.
ADR 745 – Democratic Party of Illinois and Michael Kasper, in his official capacity as treasurer. The respondent agreed to (1) perform an internal review of Committee procedures and certify that the Committee is operating in accordance with its compliance operations manual and (2) pay a civil penalty of $6,200.
Final Audit Report of the Commission on the Republican Party of Orange County (Federal) (RPOC). On May 5, the Commission issued the Final Audit Report of the Commission on the RPOC, covering campaign finance activity between January 1, 2009 and December 31, 2010. The Commission approved findings related to misstatement of financial activity, reporting of debts and obligations, recordkeeping for employees, and the use of Levin Fund transfers.
LITIGATION
Independence Institute v. FEC (Case 14-5249). On April 15, Citizens United, Citizens United Foundation, U.S. Justice Foundation, Free Speech Coalition, Free Speech Defense and Education Fund, and Conservative Legal Defense and Education Fund filed a Brief Amicus Curiae in Support of Appellant and Reversal in the United States Court of Appeals for the District of Columbia Circuit.
OUTREACH
On May 4, Chair Ann M. Ravel discussed Commission operations and campaign finance law with the Asan Academy''''s Young Fellows. The South Korean college students are participating in a 10-month long program of training and overseas internships, aimed at fostering the next generation of leaders.
On May 7, Commissioner Ellen Weintraub discussed campaign finance since Citizens United along with Zephyr Teachout, Jeff Clements, and Dan Weiner at an event sponsored by the Brennan Center at NYU Law School.
