ADMINISTRATIVE FINES
The Commission made public 28 campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program.
AF 2139 – Rhode Island Republican State Central Committee and Marc Tondreau, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $330.
AF 2151 – Matt Campbell for Congress and Matthew Campbell, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $505.
AF 2153 – Committee to Re-Elect Henry Hank Johnson and Malcolm A. Cunningham, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $4,562.
AF 2154 – Roy for Congress and Barbara G. Hook, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $1,430.
AF 2155 – Amodei for Nevada and Nicola Neilon, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2186 – Kevin Burns 4 US Senate and Rob Flint, in his official capacity as treasurer. The Commission made a final determination and assessed no civil penalty.
AF 2187 – Marili Cancio for Congress and Armando Hernandez, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $180.
AF 2189 – Thorpe for US Senate and Dr. Marion D. Thorpe, Jr., in his official capacity as treasurer. The Commission made a final determination and assessed no civil penalty.
AF 2190 – Elaine Marshall Committee and Thomas M. Mills, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $4,815.

AF 2195 – People for Gail Goode and Patrick Bencivenga, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $3,650.

LITIGATION
Carey v. FEC (Civ. No. 11- 259(RMC)). On March 7, the Commission filed a Memorandum in Opposition to Plaintiffs’ Motion for Preliminary Injunction in the United States District Court for the District of Columbia.
LEGISLATIVE RECOMMENDATIONS
On March 11, the Commission made public a draft of its Legislative Recommendations for 2011. The draft Legislative Recommendations include: (1) electronic filing of Senate reports, (2) fraudulent misrepresentation of campaign authority, (3) conversion of campaign funds to personal use, and (4) pay levels for the Commission’s Staff Director and General Counsel. The Commission also made public Commissioner Steven T. Walther''''s proposed revisions to the fourth draft recommendation, proposing to include in the recommendation that the Commission be provided with the authority to create Senior Executive Service positions.
OUTREACH
On March 7, 2011, Communication Specialists Kathy Carothers and Dorothy Yeager gave a presentation on the FEC''''s registration, reporting and fundraising rules for separate segregated funds at the American League of Lobbyists'''' PAC Training Program.
