COMMISSION MEETINGS AND HEARINGS No Commission open meetings or executive sessions were scheduled this week. ADVISORY OPINIONS Drafts AO 2014-01 (Solano County United Democratic Central Committee). On March 27, the Commission made public a draft of Advisory Opinion 2014-01 in response to a request from the Solano County Democratic Central Committee. On March 28, the Commission made public a supplement from the requestor. The requestor asked whether it may use unreported funds remaining in the federal account of its predecessor committee. Extension of Time Received AOR 2014-02 (Make Your Laws PAC). On March 27, the Commission received an Extension of Time until May 9, 2014 to respond to a request from Make Your Laws PAC (MYL PAC). MYL PAC asked several questions related to its receipt, purchase, and disbursement of Bitcoins. ENFORCEMENT The Commission made public one Supplemental Statement of Reasons and one Statement of Reasons, as follows. For more information, see the case documents in the Enforcement Query System. MUR 6396 – Crossroads Grassroots Policy Strategies. On March 25, Chairman Lee E. Goodman and Commissioners Caroline C. Hunter and Matthew S. Petersen issued a Supplemental Statement of Reasons. MUR 6684 – Gregg for Indiana; and John Gregg. On March 26, Chairman Lee E. Goodman issued a Statement of Reasons. ADMINISTRATIVE FINES The Commission made public one campaign finance enforcement matter that was resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System. AF 2514 – Afghanistan & Iraq Veterans for Congress PAC and Christopher Covucci, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $1,020. ALTERNATIVE DISPUTE RESOLUTION The Commission made public one campaign finance enforcement matter that was resolved through its Alternative Dispute Resolution (ADR) program, as follows. For more information, see the case documents in the Enforcement Query System. ADR 663 – CF Industries, Inc. Employees’ Good Government Fund and Renee Cardella, in her official capacity as treasurer. The respondent agreed to (1) send a representative to an FEC conference and (2) pay a civil penalty of $2,100. LITIGATION Combat Veterans for Congress PAC v. FEC (Case 13-5358). On March 25, the Commission filed its Reply in Support of Its Motion for Summary Affirmance in the United States Court of Appeals for the District of Columbia Circuit. Kuhn for Congress v. FEC (Case 2:13-cv-03337-PMD-BHH). On March 28, the Commission filed its Motion to Dismiss and Memorandum in Support of Its Motion to Dismiss in the United States District Court for the District of South Carolina. Libertarian National Committee, Inc. v. FEC (Case 13-5088). On March 26, the United States Court of Appeals for the District of Columbia Circuit issued a Per Curiam Order dismissing the case. OUTREACH On March 27, Communications Specialist Myles Martin discussed the role and work of the Commission with a delegation of young leaders from Africa as part of the State Department''''s International Visitor Leadership Program. PUBLIC DISCLOSURE The Commission has added the FECA and Legislative Histories for 1971, 1974, 1976 and 1979 to its website. FEDERAL REGISTER On March 26, the Commission published the Final Rules and E&J for Technical Amendments to 2013 CFR in the Federal Register.
