COMMISSION MEETINGS AND HEARINGS

No Commission open meetings or executive sessions were scheduled this week.

ADVISORY OPINIONS

Request Received

AOR 2015-06 (Maxine Waters). On July 29, the Commission made public Advisory Opinion Request 2015-06. The requestor, Representative Maxine Waters, asks whether members of Congress may contribute individually or through political committees to campaigns for elected office abroad.  The Commission will accept written comments on the request during the 10-day period following publication of the request (no later than August 10, 2015) and shall issue a response no later than 60 days after receipt of the complete request, specifically by September 28, 2015.

ALTERNATIVE DISPUTE RESOLUTION

The Commission made public one campaign finance enforcement matter that was resolved through its Alternative Dispute Resolution (ADR) program, as follows. For more information, see the case documents in the Enforcement Query System.

ADR 750– Brotherhood of Railroad Signalmen Political Action Committee and Jerry C. Boles, in his official capacity as treasurer. The respondent agreed to (1) certify that a Representative of the Committee participated in an FEC conference, webinar, or other program developed in consultation with the FEC’s Information Division, (2) certify annually for two years that the Committee reconciled all financial data to the report being filed with the Commission prior to each report being filed, and (3) pay a civil penalty of $3,000.

LITIGATION

Combat Veterans for Congress PAC v. FEC (Case 13-5358). On July 28, the United States Court of Appeals for the District of Columbia Circuit issued its Opinion and Per Curiam Judgment.

Pursuing America''''s Greatness v. FEC (Case 1:15-cv- 01217). On July 27, Pursuing America’s Greatness filed a Verified Complaint for Declaratory and Injunctive Relief and a Motion for Preliminary Injunction in the United States District Court for the District of Columbia.

OUTREACH

On July 27, Chair Ann M. Ravel met with the Chairman of the Libyan High National Election Commission, Dr. Emad Alsaiah, to discuss the work of their respective organizations.

On July 27, Chair Ravel discussed the role and work of the Commission with Fellows from the Roosevelt Institute in Washington, DC.

On July 31, Commissioner Ellen L. Weintraub spoke about “Current Issues Before the FEC,” at the American Bar Association’s annual meeting in Chicago, IL. The Commissioner''''s presentation was part of an election law panel entitled “The New Normal in Electoral Access & Political Participation: Challenges Facing the 2016 Election Cycle.”

The FEC Annual Reports from 1975-2006 are available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency’s activities for each fiscal year.
