COMMISSION MEETINGS AND HEARINGS

ENFORCEMENT
 
The Commission made public one closed case, as follows. For more information, see the case documents in the Enforcement Query System.
 
MUR 6867
COMPLAINANT: FEC-Initiated
RESPONDENT: Robert M. Telthorst
SUBJECT: In the normal course of carrying out its supervisory responsibilities, the Commission initiated proceedings to determine whether Telthorst, the former treasurer of the Lynn Jenkins for Congress Committee (the Committee), knowingly and willfully violated the Act, when he mixed the Committee’s funds with his personal funds, failed to file accurate reports with the Commission and converted campaign funds to personal use.
DISPOSITION: The Commission found reason to believe Telthorst knowingly and willfully violated the Act and agreed to accept a conciliation agreement that contains admissions of violations but does not provide for payment of a civil penalty due to Telthorst’s demonstration of financial hardship.
 
ALTERNATIVE DISPUTE RESOLUTION
 
The Commission made public one campaign finance enforcement matter that was resolved through its Alternative Dispute Resolution (ADR) program, as follows. For more information, see the case documents in the Enforcement Query System.
 
ADR 739 – Lynn Jenkins for Congress and Heather Grote, in her official capacity as treasurer. The respondent agreed to develop and certify implementation of internal controls consistent with the Commission’s Internal Controls and Political Committees advisory document and Best Practices for Committee Management.
 
LITIGATION
 
Van Hollen v. FEC (Case 15-5016). On April 10, the Appellants Center for Individual Freedom and Hispanic Leadership Fund filed Briefs in the United States Court of Appeals for the District of Columbia Circuit. On April 16, Amicus Curiae Cause of Action Institute filed a Brief Supporting Appellants for Reversal.
 
OUTREACH
 
On April 11, Chair Ann M. Ravel delivered the keynote address to the Yale Political Law Society''''s conference. The conference, entitled “The New Normal in Election and Political Law,” was held at the Yale Law School in Connecticut.  
 
April 14: The Commission hosted an open house in the Public Records Office to mark the agency’s 40th anniversary.  
 
On April 16, Commissioner Ellen L. Weintraub discussed campaign finance laws with students from Columbia Law School in New York and spoke at an event presented by the Center for the Advancement of Public Integrity entitled "The Ins and Outs (and Ups and Downs) of Campaign Finance Reform and Enforcement."
