FEC updates electronic filing specifications

August 18, 2025

Version 8.5 of the FEC’s electronic filing specifications will be released on September 2, 2025. Committees will be required to update FECFile or their third-party electronic filing software prior to filing any reports on or after that date.

The new specifications include the following changes:

  • Filers will be required to provide the FEC with the committee name, committee ID, and committee type when listing joint fundraising participants on Form 1 or Form 1S.
  • When filing a Form 99 (Miscellaneous Electronic Submission), committees will be required to categorize their submission as either:
    1. Miscellaneous Report to the FEC;
    2. Filing Frequency Change Notice;
    3. Loan Agreement/Loan Forgiveness;
    4. Disavowal Response; or
    5. Form 3L Filing Frequency Change Notice.
  • If a committee selects Filing Frequency Change Notice or Form 3L Filing Frequency Change Notice on a Form 99, they will be required to denote whether their new filing frequency is monthly or quarterly.
  • When filing a Loan Agreement/Loan Forgiveness on a Form 99, committees will now have the option to attach a PDF of up to 150 pages.
