FEC PUBLIC HEARING ON LEADERSHIP PACS SLATED FEB. 26
WASHINGTON – The Federal Election Commission (FEC) will conduct a public hearing on Wednesday, February 26, in conjunction with proposed rules to address "leadership PACs," which are unauthorized committees associated with a federal candidate or officeholder.

The proposed rulemaking, issued for comment on December 26, 2002 (see FR Vol. 67, No. 248, p. 78753), principally addresses when and under what circumstances so-called leadership PACs are affiliated with the authorized committees of federal candidates or officeholders and the ramifications of any such affiliation.

Generally speaking, leadership PACs are formed by individuals who are federal officeholders and/or federal candidates. The monies these committees receive are often given to other federal candidates to gain support when the officeholder seeks a leadership position in Congress, or used to subsidize the officeholders’ travel when campaigning for other federal candidates. The monies may also be used to make contributions to party committees, including state party committees in key states, or donated to candidates for state and local office.

The Wednesday public hearing is scheduled to begin at 9:30 a.m. in the 9th floor hearing room of the FEC, 999 E. St. NW. The schedule of witnesses is:
