FEC Approves Advisory Opinion

October 3, 2014

WASHINGTON – The Federal Election Commission has issued an advisory opinion concerning whether Health Care Service Corporation Employees' PAC (the Committee), the separate segregated fund of Health Care Service Corporation, may be disaffiliated from the separate segregated fund of Blue Cross and Blue Shield Association. The Commission held a tally vote on the draft advisory opinion yesterday.

Advisory Opinion 2014-11 (Health Care Service Corporation Employees' PAC). The Commission concluded that the Committee is no longer affiliated with Blue Cross and Blue Shield Association’s separate segregated fund. Chairman Lee Goodman, along with Commissioners Matthew Petersen, Caroline Hunter and Ellen Weintraub, voted for the adoption of the Advisory Opinion, and Vice Chair Ann Ravel and Commissioner Steven Walther voted against.

The Federal Election Commission (FEC) is an independent regulatory agency that administers and enforces federal campaign finance laws. The FEC has jurisdiction over the financing of campaigns for the U.S. House of Representatives, the U.S. Senate, the Presidency and the Vice Presidency. Established in 1975, the FEC is composed of six Commissioners who are nominated by the President and confirmed by the U.S. Senate.
