the complaint alleges that Timothy Mapes received a state salary for
serving as the Chief of Staff to the Speaker of the House, while Mr.
Mapes was serving full time as the Executive Director of DPI. However,
evidence uncovered during the Commission?s investigation has not
supported the allegation that the State of Illinois made and excessive
contribution to the Party through Mapes? activities.

The complaint alleges the Friends of Dennis Cardoza, the state
campaign committee of Dennis Cardoza made contributions to Cardoza?s
federal committee, through several conduit state and local California
committees. After reviewing the disclosure reports of Dennis Cardoza?s
state and federal committees, it was discovered that the state committee
made and the federal committee accepted, a direct $1,000 contribution.

Sent admonishment letter.
The Committee used aircraft provided by various charter service
corporations for campaign related travel during the 2000 presidential
campaign. The Committee paid some of these carriers the lower first
class air rate rather than the charter rate. The FEC Audit Division
concluded that the Committee paid only $27,718 to the carriers when it
should have paid them $123,227, a difference of $95,509. The Committee
acknowledged its error and accepted the Audit Division?s recommendation
that it repay $95,509 to the U. S. Treasury. The Commission received the
check in that amount on March 13, 2003.

*There are four administrative stages to the FEC enforcement process:
1. Receipt of proper complaint |
3. ?Probable cause? stage |
2. ?Reason to believe? stage |
4. Conciliation stage |
It requires the votes of at least four of the six Commissioners to take
any action. The FEC can close a case at any point after reviewing a
complaint. If a violation is found and conciliation cannot be reached, then
the FEC can institute a civil court action against a respondent.
