Commission determines date of ineligibility for matching funds payments to Jill Stein

November 19, 2024

On November 13, 2024, the Commission approved a determination that August 22, 2024 was the date of ineligibility for matching funds payments for Jill Stein and Jill Stein for President 2024 (JSP). The Commission also approved a notification letter to Stein and JSP of the date of ineligibility determination with an instruction to submit a statement of net outstanding campaign obligations within 15 days.

On June 26, 2024, the Commission certified that Stein was eligible to receive federal matching funds. The date of ineligibility is the end of the matching payment period. For candidates seeking the nomination of a party that nominates its candidate at a national convention, the matching payment period ends on the date of the convention nomination. For candidates seeking the nomination of a party that does not select a candidate by national convention, the matching payment period ends at the earlier of the nomination date or the last day of the last major party national convention. Since Stein sought the nomination of the Green Party of the United States, which nominated its candidate at a national convention on August 17, 2024, and also sought the nomination of non-convention state parties with ballot access deadlines as late as September 6, 2024, her date of ineligibility is the date of the last major party national convention, August 22, 2024.

Under the Presidential Primary Matching Payment Account Act and Commission regulations, presidential primary candidates may only receive matching payments after their date of ineligibility to the extent that they have net outstanding campaign obligations. Candidates may continue to request public funds to pay off these obligations until the first Monday of March of the year following an election.
