Comments sought on petition to require disclosure of ultimate payees

August 5, 2021

On August 5, 2021 the Commission published a notice of availability in the Federal Register at 86 Fed. Reg. 42753 that seeks public comment on a petition for rulemaking filed by the Campaign Legal Center and the Center on Science & Technology Policy at Duke University.

The petition asks the Commission to amend 11 CFR 104.3(b), 109.10(e), and 104.20(c), to require persons filing reports under those sections to itemize all expenditures or disbursements made on behalf of or for the benefit of the political committee or other reporting person, including those made by an agent, independent contractor, vendor, or subvendor.

Public comments on the petition are due by October 4, 2021. Commenters are encouraged to submit comments electronically (reference REG 2021-02) via the Commission’s website.
