§ 115.2(a) by making a prohibited government contractor contribution.
The Commission decided by a vote of 4-2 to take the following actions in MUR 7889:
1. Accept the conciliation agreement with SIG SAUER, Inc., as recommended in the Memorandum to the Commission dated February 24, 2022.
2. Close the file as to SIG SAUER, Inc.
3. Approve the appropriate letter.
The Commission decided by a vote of 6-0 to:
a. Find reason to believe that SIG SAUER, Inc., violated 52 U.S.C. § 30119(a) and 11 C.F.R. § 115.2(a) by making a prohibited federal contractor contribution.
b. Authorize pre-probable cause conciliation with SIG SAUER, Inc.
c. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated November 16, 2021, subject to the edits circulated by Commissioner Cooksey’s Office on January 7, 2022 at 8:42 a.m.
d. Approve the draft Conciliation Agreement, as recommended in the First General Counsel’s Report dated November 16, 2021, subject to the edits circulated by Commissioner Cooksey’s Office on January 7, 2022 at 8:42 a.m.
e. Approve the appropriate letters.
The Commission failed by a vote of 3-3 to:
a. Find reason to believe that SIG SAUER, Inc., violated 52 U.S.C. § 30119(a)(1) and 11 C.F.R. § 115.2(a) by making a prohibited government contractor contribution.
b. Find reason to believe that Gun Owners Action Fund and Nancy H. Watkins, in her official capacity as Treasurer, violated 52 U.S.C. § 30119(a)(2) and 11 C.F.R. § 115.2(c) by knowingly soliciting a prohibited contribution from a government contractor.
c. Authorize pre-probable cause conciliation with SIG SAUER, Inc.
d. Authorize the use of compulsory process.
e. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated November 16, 2021, subject to the edits circulated by the Democratic Commissioners’ Offices on January 6, 2022 at 11:39 a.m.
f. Approve the proposed Conciliation Agreement, as recommended in the First General Counsel’s Report dated November 16, 2021.
g. Approve the appropriate letters.
