DISPOSITION: The Commission decided by a vote of 5-1 to take the following actions in MUR 7693: 1. Dismiss the allegation that Lance Gooden for Congress Committee and Leigh Pool in her official capacity as Treasurer violated 52 U.S.C.§ 30104(b) by failing to provide itemized memo entries for expense reimbursements, pursuant to the Commission’s prosecutorial discretion under Heckler v. Chaney, 470 U.S. 821 (1985). 2. Caution Lance Gooden for Congress Committee and Leigh Pool in her official capacity as Treasurer of the requirements pursuant to 52 U.S.C. § 30104(b) to provide memo entries for expense reimbursements. 3. Dismiss the allegation that Lance Gooden for Congress Committee and Leigh Pool in her official capacity as Treasurer and Lance Gooden violated 52 U.S.C. § 30114(b) by converting campaign funds to personal use. 4. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated August 27, 2020, subject to the edits last circulated by Commissioner Walther’s Office on November 4, 2021 at 2:21 p.m. 5. Approve the appropriate letters. 6. Close the file as to all Respondents.
