DISPOSITION: The Commission decided by a vote of 4-0 to take the following actions in MUR 7073:
1. Accept the conciliation agreement with Alexander Meluskey and Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer, as recommended in the Memorandum to the Commission dated May 28, 2019.
2. Approve the appropriate letter.
3. Close the file.
The Commission failed by a vote of 2-2 to:
a. Enter into conciliation with Alexander Meluskey and Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer prior to a finding of probable cause to believe.
b. Approve the Conciliation Agreement, as recommended in the Second General Counsel’s Report dated February 11, 2019.
c. Approve the appropriate letter.
The Commission decided by a vote of 4-0 to:
a. Enter into conciliation with Alexander Meluskey and Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer prior to a finding of probable cause to believe.

The Commission failed by a vote of 2-3 to:
Find reason to believe that Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer failed to accurately disclose information about the source of funds Alexander Meluskey loaned to his campaign in violation of 52 U.S.C. § 30104(b).
The Commission decided by a vote of 5-0 to:
a. Close the file as to Salem Media Group, Inc., Prescott Valley Broadcasting Co., Inc., and Premier Radio Stations, LLC.
b. Send the appropriate letters informing them of the closure.
The Commission decided by a vote of 5-0 to:
a. Find reason to believe that Alexander Meluskey violated 52 U.S.C. § 30102(e)(1) by failing to file a timely Statement of Candidacy.
b. Find no reason to believe that Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer violated 52 U.S.C. § 30104(b)(5)(A) or (6)(A) by failing to disclose disbursements for printing.
c. Find reason to believe that Meluskey for U.S. Senate, Inc. and Julianne Ryan in her official capacity as treasurer violated 52 U.S.C. §§ 30104(b)(2) and 30120(a) by accepting and failing to disclose in-kind contributions and by failing to include the appropriate disclaimers in episodes of “The Alex Meluskey Show”.
d. Authorize the use of compulsory process, as necessary.
e. Approve the relevant sections of the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated April 13, 2017, subject to the edits last circulated by Commissioner Weintraub’s Office on December 4, 2017.
f. Approve the appropriate letters.
