This response relates to a request for an advisory opinion, but is informational only and is not an advisory opinion because it is based in part on proposed regulations of the Commission which were submitted to Congress but not yet made effective. This response concerns the creation by Congressman of a bipartisan political forum in his congressional district. This AO is superseded in part by AO 1980-89.
