ADVISORY OPINIONS AO 2012-35 (Global Transaction Services Group, Inc.). On November 29, the Commission made public a draft of Advisory Opinion 2012-35. The requestor asks whether its proposed method of processing anonymous electronic credit and debit card contributions to candidates initiated via text messaging is permissible under the Federal Election Campaign Act of 1971, as amended, (the Act) and Commission regulations. Comments on the draft are due by noon on December 5. This advisory opinion is on the agenda for the Commission’s December 6, 2012, open meeting.
AO 2012-36 (Green Party of Connecticut). On November 29, the Commission made public a draft of Advisory Opinion 2012-36. The Green Party of Connecticut is a political committee that is registered with and reports to the Commission. The Green Party of Connecticut asks to be recognized as the State committee of a political party, the Green Party of the United States.Comments on the draft are due by noon on December 5. This advisory opinion is on the agenda for the Commission’s December 6, 2012, open meeting.

ALTERNATIVE DISPUTE RESOLUTION The Commission made public two campaign finance enforcement matters that were resolved through its Alternative Dispute Resolution (ADR) program.
ADR 622 – Friends of Todd Young and Larry Ness, in his official capacity as treasurer. The respondent agreed to (1) develop and certify implementation of compliance measures, (2) disgorge $16,958 to the US Treasury and (3) pay a civil penalty of $5,000.
ADR 623 – National Council of Farmer Cooperatives CO-OP PAC and Kelsey Swango, in his official capacity as treasurer. The respondent agreed to (1) develop and certify implementation of compliance measures and (2) pay a civil penalty of $1,500.

RULEMAKING AND AGENCY PROCEDURES
On November 29, the Commission made public a draft of a Notice of Proposed Rulemaking (NPRM) on Limited Liability Partnerships (LLPs). The NPRM, if approved, would seek public comment on proposed changes to the Commission’s rules, which would result in treating all LLPs that have opted for federal corporate tax treatment pursuant to the Internal Revenue Service''''s "check the box" provisions, as corporations for purposes of the Act. The Real Truth About Abortion f/k/a Real Truth About Obama v. Federal Election Commission (Civ. No. 11-1760). On November 26, the petitioner filed a Reply to Brief in Opposition in the United States Supreme Court. OUTREACH On November 27, Vice Chair Ellen L. Weintraub discussed the role and work of the Commission with students from Gettysburg College. PUBLIC DISCLOSURE
On November 26, the Commission’s Office of Inspector General (OIG) made public its Audit Report on the Commission’s Fiscal Year 2012 Financial Statement. UPCOMING COMMISSION MEETINGS
