COMMISSION MEETINGS AND HEARINGS

ENFORCEMENT

MUR 6672
COMPLAINANT: John T. Russell
RESPONDENTS: Bilirakis for Congress and John Koulianos, in his official capacity as treasurer; and Representative Gus Bilirakis
SUBJECT: The complaint alleged that Bilirakis for Congress and Koulianos, in his official capacity as treasurer, and Bilirakis converted campaign funds to personal use by paying Bilirakis’s membership dues and event registration to the Royal Order of Jesters.  Bilirakis was a 2012 candidate for Florida’s 12th Congressional District.
DISPOSITION: The Commission closed the file.

MUR 6709
COMPLAINANT: FEC-Initiated
RESPONDENT: Bachmann for Congress and Daniel Puhl, in his official capacity as treasurer
SUBJECT: In the normal course of carrying out its supervisory responsibilities, the Commission found that Bachmann for Congress and Puhl, in his official capacity as treasurer, (the Committee) failed to disclose accurately an aggregate of $208,502.36 in receipts and $206,499.10 in disbursements on five financial reports in 2009 and 2010. Michele Bachman was a 2010 candidate for Minnesota''''s 6th Congressional District.
DISPOSITION: The Commission entered into a conciliation agreement providing for the Committee to pay a civil penalty of $8,000.

ADMINISTRATIVE FINES

The Commission made public three campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program.

AF 2554 – Steve Salazar for Congress and Rosario Rodriguez, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $4,950.

AF 2571 – New Directions for America and Edward C. Sweeney, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $2,150.

AF 2598 – Susan Adams for Congress and Tamara S. Hull, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

ALTERNATIVE DISPUTE RESOLUTION

The Commission made public two campaign finance enforcement matters that were resolved through its Alternative Dispute Resolution (ADR) program.

ADR 632 – Orly Taitz for US Senate 2012, Orly Taitz, in her official capacity as treasurer and Kimball Ladien. The Commission dismissed the case.

ADR 634 – Rothfus for Congress, William Haskins, in his official capacity as treasurer; and Tom Smith for Senate and Lisa Lisker, in her official capacity as treasurer. The Commission dismissed the case.

LITIGATION

Wagner v. FEC (Case 12-5365). On May 31, the United States Court of Appeals for the District of Columbia Circuit issued its opinion and judgment, remanding the case to the United States District Court for the District of Columbia.

OUTREACH

On May 29, Chair Ellen L. Weintraub discussed the work of the Commission with a group of students from Villanova University.
