COMMISSION MEETINGS AND HEARINGS

ADVISORY OPINIONS

Request Received

AOR 2013-02 (Winslow). On April 10, the Commission made public Advisory Opinion Request 2013-02. Dan Winslow is a candidate for Senate in the April 30 Massachusetts special election.  He asks whether his committee may apply the "spouse contribution rule" to contributions from same-sex couples who are lawfully married under the laws of a state that recognizes same-sex marriage. The Commission will accept written comments on the request during the 10-day period following publication of the request (no later than April 22, 2013) and shall issue a response no later than 20 days after receipt of the complete request, specifically by April 29, 2013.

AUDITS

Audit Division Recommendation Memorandum on the California Republican Party/V8. On April 11, the Commission discussed the Audit Division Recommendation Memorandum on the California Republican Party/V8, covering campaign finance activity between January 1, 2007 and December 31, 2008. The Commission approved a finding related to the misstatement of Levin Fund activity. The Commission did not approve by the required four affirmative votes either a finding on the reporting of debts and obligations or a finding on the extension of credit by a commercial vendor. The Audit Division will prepare the Proposed Final Audit Report within 30 days.

LITIGATION

Conway for Senate v. FEC (Case 3:12-cv-00244-CRS-JDM). On April 12, the Commission filed its Memorandum in Reply to Plaintiff''''s Opposition to Motion for Summary Judgment in the United States District Court for the Western District of Kentucky.

FEC v. Craig for U.S. Senate (Case 1:12-cv-00958-ABJ). On April 11, the defendants filed an Answer to the complaint in the United States District Court for the District of Columbia.

Free Speech v. FEC (Case 13-8033). On April 11, Plaintiff-Appellant filed a Supplemental Brief and Addendum in the United States Court of Appeals for the Tenth Circuit. On the same day, the Commission filed its Supplemental Brief.

OUTREACH

On April 8, Commissioner Matthew S. Petersen spoke at the University of Virginia School of Law about his work as a Commissioner.

On April 10, Commissioner Caroline C. Hunter met with Ayisha Osori, the CEO of The Nigerian Women''''s Trust Fund and an Eisenhower Fellow, to discuss the work of the Commission.

The FEC Annual Reports from 1975-2006 are now available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency''''s activities for each fiscal year.
