FEC updates debt settlement and electioneering communications forms

The Commission recently updated FEC Form 8 (Debt Settlement Plan) and Form 9 (24-Hour Notice of Disbursements/Obligations for Electioneering Communications) and their accompanying instructions. The new versions of each form and revised instructions are now available on the FEC website.

Changes to FEC Form 8

Terminating committees use Form 8 to disclose the settlement of debts with creditors for less than the amount owed. The redesigned form includes questions that the Commission’s debt settlement regulations require terminating committees to answer, but that were not previously included on the form.

Changes to FEC Form 9

Individuals, corporations, labor organizations and other persons use Form 9 to disclose disbursements or obligations incurred for electioneering communications that aggregate more than $10,000 in a calendar year. The updates to Form 9 and its instructions reflect changes in the law and FEC regulations post-Citizens United.
