FEC Holds Public Hearing on Rules for Federal Candidates’ and Officeholders’ Participation in Non-Federal Fundraising Events

WASHINGTON—The Federal Election Commission today held a public hearing on proposed rules addressing federal candidates’ and officeholders’ participation in non-federal fundraising events. The hearing was part of a rulemaking process in response to the decision of the Court of Appeals for the District of Columbia Circuit in Shays v. FEC, 528 F.3d 914 (D.C. Cir. 2008).

The Commission heard testimony from four witnesses:

  • Tom Josefiak (National Republican Congressional Committee)
  • Paul Ryan (Campaign Legal Center)
  • John Phillippe (Republican National Committee)
  • Sean Cairncross (National Republican Senatorial Committee)

The discussion centered on three alternative revisions of the Commission’s rule at 11 CFR 300.64. The Commission sought comment on these alternatives through a Notice of Proposed Rulemaking (NPRM) on Participation by Federal Candidates and Officeholders at Non-Federal Fundraising Events

A complete audio file of the hearing will be available here.
