FEC approves sample form, renewal of directive regarding investigation plans

WASHINGTON—At its first open meeting of the year today, the Federal Election Commission approved a sample donor response form for contributions by limited liability companies (LLCs) and a renewal of Directive 74, regarding investigation plan requirements.

In her opening statement, Chair Ellen L. Weintraub noted that 2025 is the Commission’s 50th anniversary year, and she thanked the staff for their hard work and “consistent dedication to the important mission of this agency, providing transparency to the American people about money in politics.”

Sample Donor Response Form for Contributions by LLCs The Commission approved a sample donor response form that can be used as an example for committees that seek and accept contributions from LLCs and that would satisfy the recipient committee’s “best efforts” to report certain attribution information for contributions from limited liability companies (LLCs).

Two-Year Renewal of Directive 74 The Commission voted to renew Directive 74 for two years, allowing it to remain in force until June 30, 2027. The directive requires the Office of General Counsel to provide the Commission with a proposed investigation plan, in matters where the Commission finds reason to believe, for the Commission’s approval. The investigation plan is required to lay out the proposed scope and conduct of the anticipated investigation and, upon approval, governs the conduct of the investigation, subject to modification in light of new information or changed circumstances.

Proposed Revisions to Directives 10 (Rules of Procedure of the Federal Election Commission Pursuant to 2 U.S.C. § 437(c)(e)) and 17 (Circulation Authority; Agenda Deadline Procedures) The Commission held over discussion of proposed revisions to two directives.

The Federal Election Commission (FEC) is an independent regulatory agency that administers and enforces federal campaign finance laws. The FEC has jurisdiction over the financing of campaigns for the U.S. House of Representatives, the U.S. Senate, the Presidency and the Vice Presidency. Established in 1975, the FEC is composed of six Commissioners who are nominated by the President and confirmed by the U.S. Senate.
