Contributions from Nonfederal Committees to Federal Campaigns

November 9, 2015

Federal campaigns often ask if they can accept a contribution from a nonfederal campaign, state PAC or local party organization that is not registered with the FEC. Such "nonfederal committees" may, under certain circumstances, contribute to federal candidates, but: (1) the funds that comprise the contribution must come from permissible sources under the Act; and (2) making the contribution may require the nonfederal committee to register with the FEC as a federal political committee, subject to federal laws and regulations. See this FEC Record article for a full explanation of the guidance that applies to making and receiving these donations.
