Commission eliminates consolidated reporting on Form 3Z

On November 13, 2024, the Commission voted to eliminate the requirement that the principal campaign committee of a candidate with multiple authorized committees report consolidated information on Form 3Z.

When the Commission adopted the 3Z filing requirement more than 40 years ago, committees filed their reports only on paper, and the public could access them only at FEC headquarters or in state filing offices. At that time, Form 3Z made it easier for the public to obtain a comprehensive summary of the candidate’s financial activity during the reporting period.

Now, Form 3Z essentially duplicates information filed directly with the Commission that is readily available to the public in a searchable, sortable, and downloadable format. In recognition of that fact, the Commission amended 11 CFR 104.3(f) to eliminate the 3Z filing requirement.

Before promulgating rules or regulations, the Commission must transmit them to the Speaker of the House of Representatives and the President of the Senate for a thirty-legislative-day review period. The effective date of this final rule will be February 1, 2025.
