Comments sought regarding use of FEC Form 3Z
On August 1, 2024, the Commission published a Notice of Proposed Rulemaking (NPRM) in the Federal Register that seeks public comment on a proposal to eliminate the use of FEC Form 3Z.
Background
Commission regulations require the principal campaign committee of a candidate with multiple authorized committees to report consolidated information on FEC Form 3Z. When the Commission adopted the 3Z filing requirement, committees filed their reports only on paper, and the public could access them only at FEC headquarters or in state filing offices. At that time, Form 3Z made it easier for the public to obtain a comprehensive summary of the candidate’s financial activity during the reporting period.
Proposed Rule
The Commission proposes to amend section 104.3(f) to eliminate the requirement that principal campaign committees file FEC Form 3Z. The information provided by Form 3Z essentially duplicates information that is now readily available on the FEC’s website. The Commission does not intend or anticipate that this proposal will have a detrimental effect on disclosure.
Comments sought
The Commission seeks comment on whether and for what purpose the public obtains information from FEC Form 3Z or otherwise uses FEC Form 3Z. Public comments must be submitted by September 3, 2024. Commenters are encouraged to submit comments electronically (reference REG 2024-04) via the Commission’s website.
