AOR 2024-06: American Target Advertising and The Conservative Caucus

On August 29, 2024, the Commission considered an advisory opinion request from American Target Advertising and The Conservative Caucus (requestors). Requestors asked whether and how to report as independent expenditures a package of materials that contain express advocacy letters and a check of nominal value to the mailing recipient. The Commission considered two draft advisory opinions but did not approve either of the drafts by the required four affirmative votes. The Commission concluded its consideration of the request without issuing an advisory opinion.
