The Commission released for public comment, but did not approve, two alternative draft advisory opinions concerning whether a television station’s sale of advertising time to a political committee at the lowest unit charge would result in an in-kind contribution. Approval of an advisory opinion requires the affirmative vote of four members of the Commission.
