Who can use FECfile+

FECfile+ is currently designed for a limited group of committees as we roll out initial support. Committees not currently supported may experience significant challenges using the system and filing reports while it is still in development. The Federal Election Commission reserves the right to terminate access to FECfile+.

Committees we can support:

  • Newly registered political action committees (PACs) that file on Form 3X,

  • Do not need to disclose bundled contributions from lobbyists/registrants and lobbyist/registrant PACs,

  • Do not allocate funds between federal and non-federal accounts, and

  • Have no prior financial activity. No previous reports, such as Form 3X, have been submitted with the exception of the committee’s initial registration on Form 1.

Committees we cannot yet support

  • Political Action Committees (PACs) that file on Form 3X that allocate funds between federal and non-federal accounts,

  • Political Action Committees (PACs) that need to report bundled contributions from lobbyists/registrants and lobbyist/registrant PACs on Form 3L: Report of Contributions Bundled by Lobbyists/Registrants and Lobbyist/Registrant PACs,

  • Political Action Committees (PACs) with prior disclosed financial activity,

  • Political Party Committees that file on Form 3X,

  • Presidential, House and Senate Candidate Committees and other filers, including:

      • Forms 3 and 3P committees (Presidential, House and Senate Candidate Committees)
      • Form 5 filers (Independent Expenditures Reported by Persons other than Political Committees)
      • Form 7 filers (Communication Costs by Corporations and Membership Organizations)
      • Form 9 filers (Electioneering Communications)

Current system limitations

  • No data import functionality. If your committee has pre-existing financial records, they would need to be entered manually, making the system difficult to use. We strongly suggest that if you have any pre-existing financial activity that you do not use FECfile+. The FEC cannot provide support to migrate or re-create previously filed reports. We instead suggest that you use other software provided by the FEC or by another vendor.

  • No ability to amend past reports or detect previously filed reports. FECfile+ will not carry over prior filings from other systems, including the current FECFile desktop application, meaning it will not reflect your committee’s full filing history. If you try to re-create a report that was previously filed, FECfile+ does not currently include functionality that would allow you to file the report with the required amendment indicator. We strongly suggest that if you have previously filed reports from another system that you should not use FECfile+ since the FEC cannot provide support to submit previously filed reports.

  • No ability to preview reports over 20mb. Reports this size tend to include more than 25,000 pages and more than 80,000 transactions.

  • Still in development. FECfile+ is still in development, so features and functionality may change or be removed. The FEC will always communicate updates to the application, but due to it still being in development, you may experience difficulty using it. Also, the Federal Election Commission reserves the right to terminate access to FECfile+.

What should unsupported committees do?

Unsupported committees or filers that do not meet these current criteria should continue using their existing filing software. Brand new committees should use other software provided by the FEC or by another vendor. As FECfile+ evolves, support will expand to additional committees, filers, and functionalities. Updates will be provided as new capabilities become available.

Ready to use FECfile+?

For supported committees ready to participate, make sure to:

  • Have a registered committee

  • Sign up for a Login.gov account

  • Create a FECfile+ committee account.
    Note: Committees are required to add a second committee administrator upon account creation.

  • Create an electronic filing password to submit reports.
