DISPOSITION: The Commission decided by a vote of 4-0 to take the following actions in MUR 8363:1. Accept the signed conciliation agreement with Calspan Corporation, Peter Sauer, and David Meier, as recommended in the Memorandum to the Commission dated March 28, 2025.2. Approve the appropriate letters.3. Close the file effective 30 days after the certification of this vote is signed (or on the next business day after the 30th day, if the 30th day falls on a weekend or a holiday).
The Commission decided by a vote of 5-0 to take the following actions, subject to the Notice of Errata dated January 2, 2025 in the above-captioned matter:1. Open a Matter Under Review.2. Find reason to believe that Calspan Corporation violated 52 U.S.C. §§ 30122, 30118(a) and 30119(a); and 11 C.F.R. §§ 110.4(b)(1)(i), 114.2(d) and 115.2(a) by making prohibited government contractor and prohibited corporate contributions in the name of another.3. Find reason to believe that Peter Sauer violated 52 U.S.C. § 30122 and 30118(a); and 11 C.F.R.§ § 110.4(b)(1)(ii) and 114.2(e) by permitting his name to be used to make contributions in the name of another; and by consenting to the use corporate funds to make contributions in the name of another.4. Find reason to believe that David Meier violated 52 U.S.C. § 30122 and 30118(a); and 11 C.F.R.§ § 110.4(b)(1)(ii) and 114.2(e) by permitting his name to be used to make contributions in the name of another; and by consenting to the use of corporate funds to make contributions in the name of another.5. Take no action and close the file as to Michael D. Blakeslee, Kristal Gillespie, David Myren, Allen T. Rivers, and Gregory Swanson.6. Take no action and close the file as to Jacobs for Congress and Kevin Broghamer in his official capacity as treasurer, McCollum for Congress and Mary Pat Lee in her official capacity as treasurer and Wicker for Senate and Paul Breazeale in his official capacity as treasurer.7. Approve pre-probable cause conciliation with Calspan Corporation, Peter Sauer and David Meier.8. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated December 20, 2024 ...REDACTED...9.
