1. Accept the signed conciliation agreement, as recommended in the Memorandum to the Commission dated January 12, 2023.

The Commission decided by a vote of 4-2 to:
a. Open a Matter Under Review.
b. Find reason to believe that the Republican Party of Minnesota — Federal and Lee Prinkkila in his official capacity as treasurer violated 52 U.S.C. § 30104(b)(2) and (4) and
11 C.F.R. § 104.3(a) and (b) by failing to timely and accurately report receipts and disbursements.
c. Find reason to believe that the Republican Party of Minnesota — Federal and Lee Prinkkila in his official capacity as treasurer violated 52 U.S.C. § 30116(f) and 11 C.F.R.
§ 110.9 by accepting excessive contributions.
d. Enter into conciliation with the Republican Party of Minnesota — Federal and Lee Prinkkila in his official capacity as treasurer prior to a finding of probable cause to believe.
e. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated June 22, 2022.
f. Approve the Conciliation Agreement, as recommended in the First General Counsel’s Report dated June 22, 2022.
g. Approve the appropriate letter.
