DISPOSITION: The Commission decided by a vote of 5-1 to take the following actions in MUR 8029:
1. Accept the conciliation agreement with Dr Jay for Congress, Inc., and James C. Thomas in his official capacity as treasurer, as recommended in the Memorandum to the Commission dated November 1, 2022.
2. Approve the appropriate letters.
3. Close the file.
The Commission decided by a vote of 5-0 to take the following actions in RR 20L-29:
1. Open a MUR in RR 20L-29.
2. Find reason to believe that Dr Jay for Congress, Inc., and James C. Thomas in his official capacity as treasurer violated 52 U.S.C. § 30104(b) and 11 C.F.R. §§ 104.3(b), 104.5(a) by failing to report disbursements.
3. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated May 26, 2022.
4. Authorize pre-probable cause conciliation with Dr Jay for Congress, Inc., and James C. Thomas in his official capacity as treasurer, as recommended in the First General Counsel’s Report dated May 26, 2022.
5. Approve the proposed conciliation agreement, as recommended in the First General Counsel’s Report dated May 26, 2022.
6. Approve the appropriate letter.
