DISPOSITION: The Commission failed by a vote of 2-4 to:a. Dismiss the allegation that International Allied Printing Trades Association and Mount Vernon Printing violated 52 U.S.C. § 30120(a) and 11 C.F.R. § 110.11(a) by failing to include disclaimers, and 52 U.S.C. § 30104(b), (c), and/or (g) by failing to report an independent expenditure.b. Take no action at this time with respect to the allegations that GDA Wins and Jarome Bell for Congress, and Elizabeth Curtis, in her official capacity as treasurer violated 52 U.S.C. § 30120(a) and 11 C.F.R. § 110.11(a) by failing to include disclaimers, and 52 U.S.C. § 30104(b), (c), and/or (g) by failing to report an independent expenditure.c. Find reason to believe that Unknown Respondents violated 52 U.S.C. § 30120(a) and 11 C.F.R. § 110.11(a) by failing to include disclaimers, and 52 U.S.C. § 30104(b), (c), and/or (g) by failing to report an independent expenditure.d. Direct the Office of General Counsel to circulate an Investigative Plan pursuant to Directive 74 following the receipt of a response to the Reason-to-Believe letter or in the event it appears no response will be made.e. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated June 5, 2024.
The Commission decided by a vote of 4-2 to:a. Dismiss the complaints.b. Close the file effective 30 days after the date of certification of this vote is signed (or on the next business day after the 30th day, if the 30th day falls on a weekend or holiday).c. Send the appropriate letters.
