The Commission decided by a vote of 4-1 to:Approve the Conciliation Agreements, as recommended in the Memorandum to the Commission dated March 13, 2024, as circulated by Vice Chairman Trainor’s Office on October 7, 2024 at 2:30 p.m. for:a. Freedom Forward Fund and Mike McCauley in his official capacity as treasurer, and b. Teeter Jay, LLC.
The Commission decided by a vote of 6-0 to:Dismiss the allegation that The Freedom Forward Fund and Mike McCauley in his official capacity as treasurer, Teeter Jay, LLC, Kimberly A. Skaggs, Joseph R. Skaggs, and Terryl Jay Skaggs violated 52 U.S.C. § 30122 by making, allowing one’s name to be used, or knowingly accepting a contribution in the name of another.
The Commission decided by a vote of 4-1 to:a. Direct the Office of General Counsel to draft and circulate for Commission approval within fourteen (14) days, ...REDACTED...b. Approve the appropriate letters.
The Commission failed by a vote of 1-1 to:a. Find reason to believe that Teeter Jay, LLC, violated 11 C.F.R. § 110.1(g)(5) by failing to provide required attribution information.b. Approve the Factual & Legal Analysis as to Teeter Jay, LLC, subject to the edits circulated by Chairman Cooksey’s Office on February 21, 2024 at 2:55 p.m.

Direct the Office of General Counsel to draft appropriate Factual & Legal Analyses reflecting the foregoing and circulate for Commission approval within fourteen (14) days.d.
