DISPOSITION: The Commission decided by a vote of 6-0 to:
Find no reason to believe that unknown foreign nationals violated 52 U.S.C. § 30121(a)(1)(A) by making prohibited foreign national contributions, expenditures, independent expenditures, or disbursements for electioneering communications.
The Commission failed by a vote of 3-3 to:
a. Dismiss the allegations that the National Rifle Association of America, National Rifle Association of America Political Victory Fund and Christina Majors as treasurer, NRA Victory Fund, Inc. and Christina Majors as treasurer, and National Rifle Association Institute for Legislative Action violated 52 U.S.C.§ 30121(a)(2) and 11 C.F.R. § 110.20(g) by knowingly soliciting, accepting, or receiving contributions from a foreign national.
b. Dismiss the allegations that the National Rifle Association of America, National Rifle Association of America Political Victory Fund and Christina Majors as treasurer, NRA Victory Fund, Inc. and Christina Majors as treasurer, and National Rifle Association Institute for Legislative Action violated 11 C.F.R. § 110.20(h) by providing substantial assistance to foreign nationals making contributions, expenditures, independent expenditures, or disbursements for electioneering communications.
c. Dismiss the allegations that Beretta U.S.A. Corp., Glock, Inc., SIG SAUER, Inc., or Taurus Holdings, Inc. violated 52 U.S.C. § 30121(a)(1)(A) by making prohibited foreign national contributions, expenditures, independent expenditures, or disbursements for electioneering communications.
d. Direct the Office of General Counsel to revise the Factual and Legal Analysis to reflect the votes based upon this motion.
e. Approve the appropriate letters.
f. Close the file.

c. Find no reason to believe that Beretta U.S.A. Corp., Glock, Inc., SIG SAUER, Inc., or Taurus Holdings, Inc. violated 52 U.S.C. § 30121(a)(1)(A) by making prohibited foreign national contributions, expenditures, independent expenditures, or disbursements for electioneering communications.
d. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated August 17, 2022, subject to the edits as last circulated by Commissioner Cooksey’s Office on Friday, September 9, 2022 at 11:43 a.m.
e. Approve the appropriate letters.
f. Close the File.
