DISPOSITION: The Commission decided by a vote of 6-0, subject to the Notice of Errata dated July 25, 2023, to take the following actions in the above-captioned matter:1. Take no further action as to the allegation that Rafael Edward “Ted” Cruz and Ted Cruz for Senate and Bradley Scott Knippa in his official capacity as treasurer violated 52 U.S.C. § 30114(b) by converting at least $13,900 in campaign funds to personal use by purchasing Facebook ads promoting sales of Cruz’s book.2. Approve the appropriate letters.3. Close the file.
The Commission decided by a vote of 6-0 to take the following actions in MUR 7897:1. Find reason to believe that Ted Cruz and Ted Cruz for Senate and Bradley Scott Knippa as treasurer violated 52 U.S.C. § 30114(b) by converting $13,900 in campaign funds to personal use by purchasing Facebook ads promoting sales of Cruz’s book.2. Find no reason to believe that Ted Cruz and Ted Cruz for Senate and Bradley Scott Knippa as treasurer violated 52 U.S.C. § 30114(b) by converting $154,356, in campaign funds to personal use by purchasing copies of Cruz’s book.3. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated January 24, 2023, subject to the edits circulated by Vice Chairman Cooksey's Office on April 11, 2023, at 1:50 p.m.4. Authorize pre-probable cause conciliation with Ted Cruz and Ted Cruz for Senate and Bradley Scott Knippa as treasurer.5. Approve the proposed conciliation agreement, as recommended in the First General Counsel’s Report dated January 24, 2023.6. Approve the appropriate letters.
The Commission decided by a vote of 5-1 to take the following actions in MUR 7897:1. Authorize the Office of General Counsel to withdraw the First General Counsel’s Report.2. Resubmit a new First General Counsel’s Report.
