The Commission decided by a vote of 5-1 to take the following actions in MUR 7853:1. Accept the Conciliation Agreement with Lance Harris and Campaign to Elect Lance Harris and Blaine Hebert in his official capacity as treasurer, as recommended in the Memorandum to the Commission dated March 1, 2023.2. Approve the appropriate letter.
The Commission decided by a vote of 5-1 to reject Respondents’ request to lower the civil penalty to $5,700, as recommended in the Memorandum to the Commission dated November 22, 2022.
The Commission decided by a vote of 4-1 to take the following actions in MUR 7853:1. Find reason to believe Lance Harris, and Campaign to Elect Lance Harris and Blaine Hebert in his official capacity as treasurer violated 52 U.S.C. § 30125(e) by transferring non-federal funds in connection with a federal election.2. Find reason to believe Stand for Truth, Inc. and Hal Lambert in his official capacity as treasurer violated 52 U.S.C. § 30125(e) by receiving and spending non-federal funds in connection with a federal election.3. Authorize pre-probable cause conciliation with Lance Harris, Campaign to Elect Lance Harris and Blaine Hebert in his official capacity as treasurer, and Stand for Truth, Inc. and Hal Lambert in his official capacity as treasurer.4. Take no action with respect to the allegation that Lance Harris for Congress and Lance Harris in his official capacity as treasurer violated 52 U.S.C. §§ 30118(a) and 30104(b) by accepting or receiving, and failing to report, prohibited in-kind contributions from Stand for Truth, Inc.5. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated August 31, 2021, subject to the edits as circulated by Commissioner Cooksey’s Office on Friday, May 6, 2022 at 11:20 a.m.6. Approve the draft Conciliation Agreement, as recommended in the First General Counsel’s Report dated August 31, 2021, subject to the edits circulated by Commissioner Cooksey’s Office on Friday, May 6, 2022 at 11:20 a.m.7.
