Dismiss the allegation that the National Rifle Association Institute for Legislative Action and the National Rifle Association Political Victory Fund and Robert G. Owens in his official capacity as treasurer violated 52 U.S.C. § 30121(a) and 11 C.F.R. § 110.20(g) by knowingly soliciting, accepting, or receiving a prohibited foreign national contribution or donation in connection with an election. c. Dismiss the allegation that the National Rifle Association Institute for Legislative Action and the National Rifle Association Political Victory Fund and Robert G. Owens in his official capacity as treasurer violated 11 C.F.R. § 110.20(h) by knowingly providing substantial assistance in the making or receipt of a prohibited foreign national contribution or donation. d. Adopt the Factual and Legal Analysis, as recommended in the First General Counsel's Report dated September 25, 2020. e. Close the file. f. Send the appropriate letters.
