DISPOSITION: The Commission decided by a vote of 6-0 to take the following actions in MUR 7521: 1. Find no reason to believe that Swing Left and Ethan Todras-Whitehill in his official capacity as treasurer violated 52 U.S.C. §§ 30116(a)(2)(A) and 30104(b) by making unreported excessive contributions to Kathy Manning for Congress. 2. Find no reason to believe that Abby Karp violated the Act in connection with Swing Left’s door-to-door canvassing on behalf of Kathy Manning for Congress. 3. Find no reason to believe that Kathy Manning for Congress and Sue Jackson in her official capacity as treasurer violated 52 U.S.C. §§ 30116(f) and 30104(b) by accepting unreported excessive contributions from Swing Left. 4. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated October 30, 2019, and circulated by Commissioner Cooksey’s Office on September 23, 2021 at 3:51 p.m. 5. Approve the appropriate letters. 6. Close the file.
