a. Find reason to believe that Heritage Action for America violated 52 U.S.C. § 30104(c)(1) by failing to disclose donors who contributed for political purposes.
b. Find reason to believe that Heritage Action for America violated 52 U.S.C. § 30104(c)(2)(C) by failing to further identify the donors who donated for the purpose of funding an independent expenditure.
c. Authorize the use of compulsory process.
d. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated February 19, 2021.
e. Approve the appropriate letters.
