DISPOSITION: The Commission decided by a vote of 6-0 to take the following actions in MURs
7438, 7476, and 7542:
1. Accept the conciliation agreement with Ohio First PAC and Julie Dozier in her
official capacity as treasurer, as recommended in the Memorandum to the
Commission dated August 2, 2021.
2. Approve the appropriate letters.
3. Close the files in MURs 7438, 7476 and 7542.
The Commission decided by a vote of 6-0 to take the following actions in MURs 7438, 7476, and 7542:
1. Approve the Factual and Legal Analyses, as recommended in the Memorandum to the Commission dated June 11, 2021, subject to the edits most recently circulated by Commissioner Cooksey’s Office on July 13, 2021 at 9:15 a.m.
2. Approve the Conciliation Agreement, as recommended in the Memorandum to the Commission dated June 11, 2021, subject to the edits most recently circulated by Commissioner Cooksey’s Office on July 13, 2021 at 9:15 a.m.
The Commission decided by a vote of 6-0 to:
a. Open a MUR for Pre-MUR 613 and merge that matter into MUR 7438.
b. Find reason to believe that Ohio First PAC and Julie Dozier in her official capacity as treasurer failed to file a pre-primary report in violation of 52 U.S.C. § 30104(a)(4)(A)(ii) and independent expenditure reports in violation of 52 U.S.C. § 30104(g).
c. Find no reason to believe that Majority Strategies, LLC, and Grassroots Targeting LLC violated the Act.
d. Direct the Office of General Counsel to draft an appropriate Factual and Legal Analysis for Ohio First PAC and Julie Dozier in her official capacity as treasurer and circulated the draft to the Commission.
e. Direct the Office of General Counsel to draft an appropriate Factual and Legal Analysis for Majority Strategies and Grassroots Targeting, LLC and circulated the draft to the Commission.
f. Enter into pre-probable cause conciliation with Ohio First PAC and Julie Dozier in her official capacity as treasurer.
g. Direct the Office of General Counsel to draft an appropriate conciliation agreement for Ohio First PAC and Julie Dozier in her official capacity as treasurer and circulate the draft to the Commission.
h. Close the file as to Renacci for US Senate and Russell Corwin in his official capacity as treasurer, Majority Strategies, LLC, and Grassroots Targeting, LLC.
i. Approve the appropriate letters.
The Commission failed by a vote of 1-5 to:
a. Open a MUR for Pre-MUR 613 and merge that matter into MUR 7438.
b. Find reason to believe that Ohio First PAC and Julie Dozier in her official capacity as treasurer failed to file a pre-primary report in violation of 52 U.S.C. § 30104(a)(4)(A)(ii) and independent expenditure reports in violation of 52 U.S.C. § 30104(g).
c. Find reason to believe that Ohio First PAC and Julie Dozier in her official capacity as treasurer and MeToo Ohio and Lisa Lisker in her official capacity as treasurer failed to report contributions in the form of extensions of credit in violation of 52 U.S.C. § 30104(b)(3)(A).
d. Find no reason to believe that Majority Strategies, LLC, and Grassroots Targeting LLC violated the Act.
e. Dismiss the allegation that Ohio First PAC and Julie Dozier in her official capacity as treasurer made and Renacci for US Senate and Russell Corwin in his official capacity as treasurer accepted a contribution in the form of coordinated communications in violation of 52 U.S.C. §§ 30116(a) or (f), 30118(a), and 11 C.F.R. § 109.21.
f. Find reason to believe that MeToo Ohio and Lisa Lisker in her official capacity as treasurer made and Renacci for US Senate and Russell Corwin in his official capacity as treasurer accepted a contribution in the form of coordinated communications in violation of 52 U.S.C. §§ 30116(a) or (f), 30118(a), and 11 C.F.R. § 109.21.
g. Direct the Office of General Counsel to draft Factual and Legal Analyses to support those findings.
h. Approve the Factual and Legal Analysis as to Majority Strategies and Grassroots Targeting LLC., as recommended in the General Counsel Report dated May 11, 2020.
i. Authorize the use of compulsory process, including the issuance of appropriate interrogatories, document subpoenas, and deposition subpoenas, as necessary.
j. Close the file as to Majority Strategies and Grassroots Targeting LLC.
k. Approve the appropriate letters.

a. Open a MUR for Pre-MUR 613 and merge that matter into MUR 7438.
