Find no reason to believe Jessica Morse for Congress and Stephen Smallcombe in his official capacity as treasurer, violated 52 U.S.C. § 30104(b)(4) by failing to report expenditures and disbursements associated with the Committee’s direct mail efforts. 2. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated December 20, 2018, subject to the edits circulated via email on February 19, 2019 at 9:43 a.m. by the office of Commissioner Hunter. 3. Approve the appropriate letters. 4. Close the file.
