DISPOSITION: The Commission failed by a vote of 3-3 to:
a. Find no reason to believe 58th Presidential Inaugural Committee, Doug Ammerman in his official capacity as Designated Officer, Sara Armstrong in her official capacity as Chief Executive Officer, Petroléos de Venezuela, S.A., CITGO Petroleum Corporation, and CITGO Holding, Inc. violated 11 C.F.R. § 110.20(j).
b. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated April 2, 2019, subject to the edits circulated by Commissioner Cooksey’s Office on February 19, 2021 at 10:26 a.m.
c. Close the file.
d. Issue appropriate letters.
The Commission failed by a vote of 2-4 to:
a. Find reason to believe CITGO Petroleum Corporation violated 11 C.F.R. § 110.20(j).
b. Find reason to believe that CITGO Holding, Inc., violated 11 C.F.R. § 110.20(j).
c. Find reason to believe that Petroléos de Venezuela, S.A. violated 11 C.F.R. § 110.20(j).
d. Take no action at this time with respect to the 58th Presidential Inaugural Committee, Doug Ammerman in his official capacity as Designated Officer, and Sara Armstrong in her official capacity as Chief Executive Officer.
e. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated April 2, 2019.
f. Authorize the use of compulsory process, as necessary.
g. Approve the appropriate letters.

Ammerman in his official capacity as Designated Officer, and Sara Armstrong in
her official capacity as Chief Executive Officer violated 11 C.F.R. § 110.20(j).
b. Approve the Factual and Legal Analyses, as recommended in the First General
Counsel’s Report dated April 2, 2019, subject to the edits circulated by
Commissioner Weintraub’s Office on February 24, 2021 at 4:08 p.m.
c. Direct Office of General Counsel to draft a Factual and Legal Analyses for
the 58th Presidential Inaugural Committee.
The Commission decided by a vote of 4-2 to:
a. Close the file.
b. Issue appropriate letters.
