DISPOSITION: The Commission failed by a vote of 2-2 to: a. Find reason to believe that Liberty Principles PAC and Daniel Proft in his official capacity as treasurer, Local Government Information Services, Inc., and Locality Labs, LLC violated 52 U.S.C. § 30120 and 11 C.F.R. § 110.11. b. Direct the Office of General Counsel to draft corresponding Factual and Legal Analyses. c. Approve compulsory process. d. Approve the appropriate letters.
The Commission decided by a vote of 4-0 to: a. Dismiss the allegation that Khouri for Congress and Paul Kilgore in his official capacity as treasurer, or Tonia Khouri violated 52 U.S.C. §§ 30104(b) or 30116(f) in connection with alleged coordinated communications or the republication of campaign materials. b. Dismiss the allegation that Liberty Principles PAC and Daniel Proft in his official capacity as treasurer violated 52 U.S.C. §§ 30104(b) or 30116(a) by making a coordinated communication or by republishing campaign materials. c. Dismiss the allegation that Local Government Information Services, Inc. and Locality Labs, LLC violated 52 U.S.C. §§ 30116(a) or 30118(a) by making a coordinated communication or republishing campaign materials. d. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated June 6, 2019, and as last circulated by Chair Weintraub’s Office on July 22, 2019 and further modified at the table. e. Approve the appropriate letters. f. Close the file.
